If you are looking for a platform that you can continue to update without having to engage a full-time web master, then you need a Content Management System (CMS). I am a big proponent of WordPress, and have been using it for many years. This site uses WordPress, as do all of my personal sites, because of the ease of adding, categorizing and scheduling of articles, availability of themes and useful add-ons. To quote from the WordPress site:

WordPress is designed for everyone.

The appearance of WordPress is customizable, with a variety of existing themes available from many sources.
